If you won't own who you are, you've got NO BUSINESS interrupting other people at home. If someone "evades paying you money they owe" either use the appropriate legal services to collect it lawfully, or own that you, personally, blew it, and write the money off to charity. Law enforcement doesn't need this tool - they already have the ability, the power, and the right to accomplish the same results. And it may block caller ID, but it doesn't block the callee reporting you as a harassing call - which bypasses this device and traces it to the actual physical phone line and its assigned number. So maybe we SHOULD encourage the lawless to use it - they'll be rounded up and stopped quicker. Aside from that, it's pretty much illegal for a civilian to use this device anyway.
