		<description>Perhaps the city ought to encourage micro-loans via small innovative neighborhood banks. Having grocers is integral to an economy- I mean, people need food! With small loans with interest rates not to exceed 7 or 7.5%, (I don't know the magic number), other small, possibly home based businesses can flourish. People need a little wiggle room for growth, and if the money to tough to acquire, how can any true economic growth occur?</description>
